Nominator's statement

This article was one of the key foundations for the development of mental testing in America. It also reports on various activities of a committee of psychologists organized to help the country in WWI. The scientists involved were notable, their later contributions crucial, and they were beginning to work in some areas that were to develop overwhelming importance. It can be argued that the items mentioned in this article either defined American psychology for the remainder of the century or set the stage for later developments.
